Resolved Question: First time home buyer- what to offer?

We live in Portland Oregon and found a house that we really love. It's in Beaverton and we're just madly in love with the place. 3 bed, 2 bath, jetted bathtub, large deck, 1250 sq ft, .18 acre, quiet street, built in 1930, lots of personality. There are absolutely no appliances in the kitchen, no washer/dryer. They're asking $169,000- it's bank owned. What should we offer? I was thinking $150,000 with bank to pay closing and after the inspection maybe ask for compensation for things that need fixing. Again, I'm a first timer, so I'm lost! Any advice at all?
